Janice Rowe Tigani, 70, of Wilmington, DE passed away peacefully at home on Wednesday, April 22, 2026, with her children by her side, after a courageous and hope-filled battle against cancer.
Janice was born and raised in Wilmington, DE and was the daughter to the late Clinton and Dorothy (Hodgson) Rowe. As a child, she and her siblings ran around “free as a bird”, enjoying everything the outdoors and her neighborhood of Bellefonte had to offer. She graduated from Mount Pleasant High School in 1973 and went on to attend the University of Delaware, graduating in 1977. Villanova Law School was next for Janice, and it’s where she met her husband of 28 years, Bruce Tigani, and graduated in 1982. They settled in north Wilmington, where they raised their family.
Janice’s legal career spanned five decades across both public service and private practice. She loved her job in public service and dedicated 27 years to the State of Delaware as a Deputy Attorney General protecting children and families. When asked about her career, she said “it was always about the people.” Janice retired in 2021 and in 2022 was awarded the Beau Biden Legacy Award in recognition of her exemplary dedication to the Department of Justice and public service to the State of Delaware.
Although her retirement was far too short, she made the most of it by gardening, volunteering, watching her grandbabies, and traveling with friends. One of her most loved volunteer commitments was working the wine pull booth at the St. Helena’s Carnival, where she was a parishioner and parish counsel member, in addition to using her beautiful voice in the church choir.
Janice’s children and grandchildren were her pride and joy, the loves of her life—and they cherished her in return. Her children describe her as “home”. Her grandchildren loved spending time with Nana “watering the plants”, “picking up sticks in the yard” and “having sleepovers with a special breakfast in the morning.”
Janice was blessed with so many different circles of friends, because she made friends everywhere she went. Those friends describe her as “an inspiration”, “always there for us”, “the best neighbor and friend we could have”, “a true blessing”, “a treasure of a friend” and someone whose “friendship was so loving and loyal.”
Janice is predeceased by her mother, father and sister, Lynne. She is survived by her children, Jessica Moran (Bill) and Bruce Jr.; brothers Clint (Linda) of Lincoln, Nebraska and Timothy Rowe; three grandchildren, Madelynne, William and Sophia Moran; two grand-dogs, Cooper and Peanut; former husband, Bruce (Jennifer); nieces and nephews; and innumerable friends.
A Mass of Christian Burial will be celebrated at 11:30 am on Thursday April 30th at St. Helena’s Church, 602 Philadelphia Pike, Wilmington, DE 19809, where family and friends may visit from 10:00 - 11:30 am. A private burial service with family will follow.
